Funded by the United States
President’s Malaria Initiative (PMI), the Program for the Advancement of
Malaria Outcomes (PAMO) is a 5-year project that aims to control and prevent
malaria morbidity and mortality, and thereby minimize the social effects and
economic losses. It also contributes to the reduction of under-five all-cause
mortality rate, as a result of reduced malaria mortality. This project which is
working in 4 target provinces, namely Eastern, Muchinga, Northern and Luapula,
will strengthen the Ministry of Health’s capacity to implement the National
Malaria Elimination Strategic Plan (NMESP) at provincial, district, and
community levels. The project which is now in its third year of implementation
is building strong effective partnerships with communities, civil society,
health facilities, provincial and district health offices (PHOs and DHOs), the
private sector, and cooperating partners to scale-up and maintain
internationally accepted strategies to fight malaria. PATH is the lead partner
of the consortium that is implementing this project.
PATH seeks to
recruit two Surveillance Officers who will
be based in Katete. The Surveillance Officers will form part of a team which
will operate in Chadiza, Katete and Sinda. The Surveillance Officers will form
part of the “Malaria Pre-Elimination Team†and will report directly to the
Malaria Pre-Elimination Coordinator. The Surveillance Officers will work
in close collaboration with Ministry of Health officials at provincial,
district, facility and community level to implement an enhanced malaria
surveillance platform in support of national and regionally focused malaria
elimination efforts. They will also work with other program officers to
provide general support to the provincial and district health office (PHO and
DHO) staff, as requested. These positions will be on
fixed-term contracts up to July 2019.
Responsibilities:
§
Support implementation of the
project’s monitoring and evaluation (M&E) plan and results framework in
collaboration with Lusaka based PAMO M&E staff
§
Work with relevant MOH staff to
ensure timely compilation and reporting of HMIS and project data through
routine analysis and supervision.
§
Work with relevant MOH officials
to conduct training and provide regular capacity building in areas related to
data collection and submission
§
Collaborate with provincial and
district health information staff to process and utilize malaria data.
§
Work with the NMEC, local MOH
representatives and PATH staff to ensure appropriate software and hardware
required for the malaria pre-elimination program is in place
§
Monitor weekly and monthly data
reporting to ensure high quality of malaria data collection and reporting.
§
Work with a web-based server
to keep client information updated
§
Provide technical support to
mobile client operators in areas related to data collecting, analysis,
implementation, hardware operation and trouble-shooting.
§
Work with PATH finance and
administrative staff to develop training budgets, manage workshop logistics and
ensure activities comply with PATH accounting practices.
§
Support district implementation
of malaria data review meetings and data quality audits for districts, health
facilities and community health workers
§
Work with PAMO SBC Officers to
ensure that PAMO subcontracted civil society organizations are oriented on key
M&E elements for performance tracking.
§
Support the Pre-elimination
Coordinator in producing regular work plans and reports.
§
Other duties as required.
Required Skills
§
Minimum of a Bachelor’s Degree in
a relevant field (demography, social science, statistics, economics, or any
health-related field)
§
Knowledge of USAID data
collection and reporting requirements is highly desirable.
§
Two years minimum experience in
surveillance and/or HMIS data management.
§
Familiarity with DHIS2 or other
electronic health management information platforms is highly desirable.
§
Proven track record of data
entry, management and analysis.
§
Must have legal authorization to
work in Zambia.
§
Excellent computer skills -must
be able to format documents, prepare charts and manage data
§
Excellent verbal and written
communications skills to include conflict resolution, priority management and
managing expectations of multiple clients.
§
Highly organized, flexible, and
adaptable to changing priorities and ability to work well under deadlines.
§
Ability to work under minimum
supervision.
§
Ability to work within a team.
§
Ability to communicate with
district staff, health facility staff and community health workers. Fluency in
local languages of Eastern province is an added advantage.
§
Public speaking ability, good
presentation skills and ability to facilitate training is highly desired.
§
Ability to travel domestically up
to 50% of the time.
