MONITORING, EVALUATION AND RESEARCH OFFICER
Overview: To take the lead in the provincial implementation of the
performance monitoring plan (PMP) to capture project performance and results
including routine service delivery data reporting, baseline, midline and end
line and all monitoring for process and outcome evaluations. Design and lead
efforts and link facility-based VMMC quality improvement measurements, routine
service delivery data, and processes with health outcomes and impact.
Responsibilities:
§
Provide
provincial technical leadership and direction to project M&E strategies,
frameworks, plans and indicators to capture project performance and results.
§
Coordinate
the successful implementation of the project’s provincial M&E activities.
§
Provide
technical leadership and guidance to the provincial team and project
counterparts at all levels to participate in and lead, as needed, monitoring
and evaluation of project activities and data use for programmatic
decision-making.
§
Cultivate
strategic M&E relationships and alliances with other PEPFAR partners.
§
Enhance
systems for routine data collection and M&E feedback to Technical Advisors,
CDC, PMO and other stakeholders.
§
Work
collaboratively with other project team members to ensure that necessary
project planning, development, resource availability and management activities
function smoothly and efficiently.
§
Support
MCDMCH/ PMO structures to strengthen routine VMMC program monitoring.
§
Provide
technical assistance and guidance to DCMO and facility information officers and
other VMMC technical staff to ensure program performance monitoring:
collection, compilation, analysis, reporting and use of data for ongoing
improvements in program implementation
§
Develop
data analysis products including routine performance charts for presentation at
performance review meetings with project team, PMO, DCMC and facility
management
§
Responsible
for entering relevant data into J-RISE, an organization wide performance
management system designed to capture analyze, and disseminates program data.
§
Promote
and support the dissemination of provincial VMMC program –related data through
progress reports.
Qualifications:
§
Bachelor’s
Degree in related field
§
Post
graduate training will be an added advantage
§
Not
less than five years work experience in monitoring and evaluating health and/or
development programs.
§
Strong
background in research methods and experience in the design, conduct and
analysis of research studies (quantitative and qualitative).
§
Familiar
with the Zambian Health Management Information System and other MOH M&E
systems.
§
Experience
and understanding of the PEPFAR framework and reporting system.
§
Technical
knowledge and experience in the range of applied research and monitoring and
evaluation techniques, including the relationship of information systems to
program implementation.
§
Excellent
writing and communications skills, including demonstrated technical writing
skills for publication
§
Experience
with statistical analysis and word processing, database and graphical software.
§
Ability
to process and analyze data from computer-based health informatics applications
including Microsoft ACCESS and one or more of the following statistical
software packages: SPSS, Epi-Info, Stata
§
Demonstrated
expertise working in the M&E capacity with international donors, senior
government officials and policymakers.
§
Ability
to work in a complex environment with multiple tasks, short deadlines and
intense pressure to perform.
