The Development Bank of Zambia (DBZ) is
a development finance institution that influences the environment for access to
finance for development by offering innovative, tailor made financing
solutions, advisory services and technical support to viable local enterprises.
The Bank is looking for suitably
qualified persons to apply for the following position:
SENIOR TREASURY OFFICER (I)
JOB SUMMARY
To oversee the Treasury Department of
the Bank and provide guidance on systems and administrative
procedures in line with the Bank’s policies; Oversee the development of
guidelines and operations manual in the department; Directing the Treasury team
to ensure that the Bank is compliant with all government and central bank
regulations.
Main Duties and Responsibilities
§ Funding and Capital Management
§ Evaluate alternative long-term borrowing strategies and make
recommendations in accordance with the capital structure guidelines of the
bank;
§ Ensure capital of the bank is compliant with central bank
regulations;
§ Negotiating loan or overdraft terms with banks/lenders;
§ Creating solutions to new financial challenges by applying
financial/treasury knowledge;
§ Liaising with bankers and maintaining positive working
relationships;
§ Conduct benchmark studies of bankers and their services to
evaluate whether it fits DBZs
requirements;
Risk Management
§ Undertaking risk management activities to protect bank’s
financial well-being;
§ Providing advice on financial matters impacting on the bank
as a whole;
§ Use hedging to mitigate financial risks related to the
interest rates on the bank’s borrowings, as well as on its foreign
exchange positions;
§ Maintain a system of policies and procedures that impose an
adequate level of control over treasury
activities.
Education, Experience and
Qualifications:
§ Must possess a Commercial Degree or Professional
Qualification ACCA, CIMA, ACT;
§ Knowledge and Experience in the Banking and the Financial
Sector.
§ IT competence in the use of standard software such as MSWord,
Power Point, Excel and Internet

§ Has strong attention to detail
§ Can write clearly and concisely
§ Strong verbal and written communication skills
§ Can take in and process large amounts of information
§ Must have Planning and organizational skills
§ Ability to drive effective negotiations in establishing
agreements.
§ Must have analytical and problem solving skills with
demonstrated success in executing appropriate and timely solutions.
§ Should have excellent negotiation skills and demonstrated
ability to work under pressure and
deliver within tight deadlines
§ Team Player and Should have good interpersonal skills
