International Development (USAID)-funded District Coverage of Health Services
(USAID DISCOVER-Health) Project. The five-year USAID DISCOVER-Health project
aims to improve the lives of Zambians by ensuring equitable access to and use
of high-quality HIV, maternal ncw-born and child health (MNCH), family planning
and reproductive health (FP/RH) services and products at the district and
community levels. The project utilizes and sustains a health model that
maximizes the relative strengths of the public and private sectors to deliver
health products and services that reach all beneficiaries and consumer markets.

Overview
The Site Operaüons
Assistant Coordinator will focus primarily on coordinating critical inputs
which ensure that the USAID DISCOVER-Health service delivery sites are able to
operate optimally. This includes ensuring that the sites have the space,
furniture, equipment. and consumables in the correct quantities and
specifications that they require for smooth operation. This position will
assure quality service provision provides critical input into successful and
timely implementation. As a key member of the Health Systems Team, the
successful candidate will also support special proÉcts within the operations
team and provide general reporting support to the Site Operations Coordinator
Main Responsibilities
This is a key position
for the successful rollout and maintenance cf the Project’s health service
delivery activities. The successful candidate will:
§
Identify Project sites
requirements over the short and medium term to ensure they have the
space, furniture, equipment and consumables to operate optimally,
§
Track and monitor the
use of consumables by Project sites and teams to ensure that this is rational
and reasonable and assist in the implementation of systems to ensure optimal
deliveries;
§
Participate in site
rollout and monitor lease agreements entered into with Landlords and provide
management and execution oversight;
§
Coordinate the
purchase requisitions (equipment, furniture and consumables) for the Hub
and outreach sites to ensure that these provide full and comprehensive
specification and quantification and enable optimal and timely procurement
§
In collaboration with
the Office and Logistics department, implement and enforce measures to
ensure safety and security at Project hub sites and outreach sites:
§
Assist with strategic
planning operational planning, and preparation of budgets for activity
implementation;
§
Create a project
management/monitoring dashboard and use it to continuously monitor
execution of hub-site activities related to availability of space, equipment,
stock levels, agreed upon schedules, and other project contractual
requirements assigned by the Project Director,
§
Assist in managing
minor site renovations / infrastructure contracts and contractors;
§
Assist in ensuring
adherence to the Environmental and Mitigation strategy and plan for facility
operations across all project sites:
§
Liaise with Sites
Coordinator, Environmental Management Coordinator, Hub Managers
and external stakeholders and monitor and report on progress of site
improvement status and
document areas of future focus to improve the sites operations;
§
Other activities as stipulated
by the supervisor, Director Operations, DPD-FA or PD
Key Competencies
This job requires a hands-on
analytical thinker, with strong coordination skills, ability to prepare
and implement activity plans, and ability to perform root cause analysis and
generate sound implementation strategies. The successful candidate must
be/have:

Qualifications and
Experience
§
Bachelor’s Degree in
Administration or Business Management; (or equivalent)
§
Minimum 2 years of
operations management experience;
§
Proven operations
management in a successful healthcare setting strongly required;
§
Experience in project
management an advantage;
§
Driven to continuous
improvement;
§
Comfortable working in
a dynamic changing environment
§
Able to identify
technical problems and formulate solutions when required;
§
Able to conduct health
site assessment, setup standardization and ensuring sustainability;
§
Excellent
organizational skills;
§
Strong presentation
skills;
§
Attention to detail
and accuracy;
§
Proficiency with
Microsoft Office;
§
Willingness to travel
extensively throughout Zambia.
