Abt Associates, a global leader in research and program

climate change, and international development, seeks qualified candidate for a
health systems strengthening project in Zambia. Funded by U.S.A Agency for
international Development, the project will work to improve health outcomes in
Zambia by strengthening system that support the delivery of high quality health
services and by increasing the utilization of high impact health interventions.

Health systems
specialist (HSS) 1. (Mufulira)
This position is based in the district and will ideally be
embedded in the District Health Director’s (DHD) office. He/She reports to the
DHD and to the SBH Clinical care Specialist (CCS) who is based in the
provincial Health Office. The HS Specialist will work with the District Health
office (DHO) and will coordinate or lead implementation of project activities
that support the District to manage and improve its performance.
Key Role and
Responsibilities
Provide leadership, management and technical assistance to
implement health system and management activities, which include the following:
. Assist the DHO to roll out the Human Resource Information
system to hospitals and facilities in the district with support from the
national Human Resources for health (HRH) specialist.
. Support the DHO to plan and implement Annual Performance
Assessment system (APAS) in the district.
. Collaborate with the DMO to strengthen coordination with
donor, IPs and NGO’s through joint planning, implementation, monitoring and
evaluation of key health program indicators
. Assist the DHO to plan for PA, develop reports, and
execute the follow – up technical supportive supervision
. Strengthen district structures for QI and mentoring
. Assist the DHO to prepare and lead evidence – based planning
meetings
. Assist DHO to generate DIM presentations and reports
through DHIS2
. Provide TA for training and pre-District integrated
meeting (DIM) meetings to analyze and interpret data
. Improve the use of HIMS data through data quality audits
and data review meetings
. Coordinate the grant support Team and provides technical
oversight for activities undertaken by USAID SBH grant recipients in the
district.
Preferred Skills /
prerequisites
. Bachelor’s degree in public Health, Nursing, Pharmacy,
Clinical Sciences, community health, Environmental health, social work or public
Administration. A postgraduate degree in
one of the disciplines listed will be an added advantage.
. At 8 years of experience with health system strengthening,
health program management, or community based public health programs at sub-
national level.
. Experience in capacity building, training, and
implementation of program in collaboration with the ministry of health at
sub-national level is highly desirable
. At least 2 years of experience with donor-funded health programs
(USAID preferred)
