Contractor for USAID Global Health Supply Chain Program – Procurement and Supply
Management (GHSC-PSM) ensures uninterrupted supplies of health commodities in
support of USG funded public health initiatives around the world. The project
provides direct procurement and supply chain management support to the
President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria
Initiative (PMI), and Population and Reproductive Health. In supporting
USG-funded global health activities, PSM develops and manages a wide array of
services for health commodity procurement and related systems strengthening
technical assistance encompassing different elements of a comprehensive supply
chain. The project seeks to recruit for the following position:
Job Title : Data Analytics Specialist (1 Position)
Reporting to : Collaboration Learning and
Adaptation Manager
Principal Duties and
Responsibilities
§
Technical lead for the design and
development of project databases; participate in testing and implementation of
new applications and/or enhancements and modifications to existing systems;
§
Oversee the data cleaning and
writing necessary SQL queries to extract data for reporting to donors, for
M&E and for routine decision making and other program management tasks;
§
Guiding the review of eLMIS data
for consistency, as well as the BI analytics generated trends;
§
Collaborate with and train the
M&E team in how to use the platforms to prepare presentation materials,
including appropriate tables, graphics and maps based on the analysis of data;
§
Review, analyze, and validate
country office database/repository of health commodity information to ensure
consistency, integrity and accuracy;
§
Assist in standardizing data
management policies and procedures to ensure consistency and efficiency of data
use across the project;
§
Provide technical support to
strengthen data management, improve data quality, and harmonization of
information;
§
Perform backup and restore
procedures for all project databases and Information Systems to minimize the
risk of losing project data/information;
§
Provide technical inputs and
respond to ad hoc requests for data, analysis, presentations and information;
§

Understand and adhere to
established policies and procedures and promote them throughout GHSC-PSM staff;
§
Carry out additional
responsibilities as may be assigned from time to time by supervisor of record.
Minimum Qualifications,
Experience and Competencies
§
Bachelor’s Degree in Computer
Science, Information systems, Statistics or related field with 3-5 years’ experience
executing Business Intelligence tasks or an equivalent combination of education
and experience required;
§
Master’s degree in Computer
science, Information systems or other advanced degree with strong quantitative
and analytical content will be added advantage plus a specific training in
database management;
§
Minimum 3 years of Database
design, development and Management including experience developing Power BI
solutions and reporting and Data Visualization and Analysis;
§
Experience working with dataset
ingestion, data model creation, reports, dashboards, KPIs, Power BI Pro
features, workspaces, security, etc.;
§
ETL, SSAS and SSIS experience;
§
Strong data modeling and building
data marts experience;
§
Experience working with a variety
of stakeholders, from managers to technical resources, to include the
translation of business requirements into operational measures and reports;
§
Experience working with ArcGIS
Maps for Power BI;
§
Agile/Scrum project experience;
§
Working knowledge of Business
Intelligence standards and best practices;
§
Strong experience at writing SQL
for querying a database;
§
Strong understanding of
dimensional data modeling;
§
Working knowledge of SQL
optimization capabilities;
§
Experienced in developing stored
procedures;
§
Knowledge of USAID funding and
its contractual and reporting requirements required; experience working on
USAID-funded health programs preferred;
§
Strong data analysis skills
required;
§
Ability to work in team setting
required; previous experience managing or supervising preferred;
§
Strong written and oral
communication skills and excellent interpersonal skills;
§
Excellent problem solving and
decision-making skills;
§
High level of demonstrable
proficiency with Microsoft Excel, including Power Query and Power Pivot;
§
Connections to external data
sources, REST APIs, pivot tables, charts, and slicers;
§
Proven ability to create,
publish, and manage content packs;
§
Deep understanding of security as
it pertains to data access, scope, and distribution of reports and Dashboards;
§
Experience in
mentoring/training/coaching others in technical concepts.
Location of Assignment: The location of assignment is Lusaka, Zambia with intermittent
travel throughout the country.
