TERMS OF REFERENCE FOR DONOR
MAPPING TO SUPPORT DELIVERY OF WWF ZAMBIA COUNTRY STRATEGY
APRIL 2019
1.0 Introduction
WWF Zambia was established in 1962 to support
conservation of natural resources in Zambia. Since 1962 WWF, formerly World
Wildlife Fund Zambia has been involved in various conservation activities to
conserve Zambia’s biodiversity upon which the nation’s economy and livelihoods
largely depend.
In 1990, WWF signed an Agreement with the
Government of the Republic of Zambia recognising WWF’s dedication to world-wide
conservation of the natural environment. The agreement further authorised WWF
to establish an office in Lusaka for purposes of managing its conservation
projects in the country. WWF Zambia is at present working towards becoming a
national organisation.
WWF Zambia with the ambition of becoming a
national organization by 2022, is in the process of developing its new 10 year
strategy to deliver large scale local, national and trans-boundary conservation
impacts aligned with the WWF global conservation outcomes. A key part to
achieving this strategy is the establishment of a dedicated Fundraising
Function for the ZCO responsible for developing and driving the WWF Zambia
fundraising strategies to secure and manage significant income from a diverse
range of donors, international organizations, multi-donor funds, private sector
companies and large trusts and foundations to support WWF Zambia’s conservation
ambition
The Fundraising Function among others will be
expected to proactively identify and pursue funding opportunities needed to
significantly strengthen our ability to realize our conservation goals. This
role is working towards ensuring the development of an effective approach to
secure funding from local donors and supporters to help realize the organisational
ambition to, in the long term, secure landscapes and species under threat by
2030.
WWF Zambia is thus commissioning a consultancy
to conduct market research that will help maintain an overview of key
partnerships and opportunities for the realisation of WWF Zambia strategic
goals. Further, the results of the consultancy will help us lead in the
development, testing and exploration of innovative locally-based fundraising
channels.
2.0 Purpose of Consultancy
The main objective of the consultancy is to
identify and map out potential donors and strategic partners required to
successfully deliver and financially sustain the WWF Zambia country
conservation agenda. It is anticipated that at a minimum the Consultancy will
provide enough data/information that will help us develop a robust Fundraising
Strategy to strengthen existing sources and also develop plans to grow new
income channels (Direct donations, Corporate, Individuals etc). This
information will feed into WWF Zambia’s long term fundraising strategy and 2020
fundraising plan.
3.0 Specific objectives
- Clearly map out what donors are funding related to
improvement of management of natural resources.
- Identify potential major donors for the Zambia
conservation programme
- Public sector partnerships – Identity available
and upcoming funding opportunities, priorities, requirements
and entry points of PSP donors supporting WWF Zambia related
conservation priorities and landscapes
- Philanthropic organisations and HNWI – Identify funding
levels priorities, entry points and requirements
of private sector organisations and philanthropic organisation
supporting WWF related conservation priorities and landscapes
- Private sector – Identify entry points for other
strategic partners WWF can leverage for funding – local and international
- Identify conservation and conservation related
development funding trends for the next 2-5 years of major donors and
potential donors
- Contact at least 3 potential donors to the WWF Zambia
programme
- Map out the potential donors strategic direction in the
next 5 years
- Identify and contact at least 3 strategic partners that
WWF Zambia can work with to deliver its 2030 conservation agenda.
- Understand activities of other NGOs and/or actors and
WWF Zambia’s comparative advantage and/or added value especially working
in WWF Zambia target Landscapes
- Understand the current and potential donors funding
mechanisms and conditions (modalities-e.g CFP, Tendering, etc)
- Donor partnership matrix that shows the position of
donors in relation to the amount of resources needed to invest in
relationships with the donors and the consequent return of investment
- Together with the Fundraising and Conservation Managers
come up with key priority actions for Financial Sustainability Plan.
- Identify existing conservation related donor platforms
and intelligence channels for WWF to network with and explore partnership
The whim questions that
clarifies what we are looking for:
- What is the fundraising priority among these channels?
- What channels can we realistically invest in to grow?
- On new initiatives what are the strategic partnerships we are
to target?
- On Private Sector sources – which ones provide potential for
growth and on which conservation priorities?
- On Trusts and Foundations what Trusts and Foundations prioritize
conservation in Zambia and Africa?
4.0 Scope of Consultancy
The consultancy will focus on private sector,
bilateral, multilateral and philanthropic foundations currently operating and
funding Zambia, currently supporting programs/ projects related to
WWF Zambia’s current and future conservation priorities. The study will
also identify organisation that may not be currently working in this sector but
demonstrate interest and potential to support WWF conservation priorities. The
mapping exercise will include private sector, NGOs (local and international),
bilateral and multi-lateral organisations, Foundations, and individual (private
donors). In terms of the private sector the interest will be to identify
potential private sector actors in the different pillars of WWF Conservation
work based on business interests, key landscapes and their Corporate Social
Responsibility (CSR) agendas. With regard to the PSP / Multi-laterals, the
mapping exercise will focus on identifying key partners both local and
international to support delivery of new strategy with the overall aim of
improving ZCO financial sustainability.
5.0 Methodology
The methodology to be
used to identify the key stakeholders will be largely qualitative based on
availability of respondent organisations. Various networks such as the Zambia
Governance Foundation, CBNRM Forum, Civil Society Environmental Platform,
Government, UN, Private sector, etc, should be used as entry points in the
identification of the key stakeholders. Once these are identified they will
need be engaged individually on one-to-one basis to provide responses to the
mapping questions in the interview guide. See Annex 1 with
some suggested questions for the mapping exercise. The mapping exercise should
explore other cost-effective methods of generating information e.g. use of
email to reach organisations that may be difficult to find physically. The
consultant should also apply methods that will enable identification of
organisations that may not be currently actively involved in conservation work,
but have demonstrated potential or interest to invest in conservation work. The
mapping exercise should also make use of literature and internet sources to
identify firms or organisations to be mapped.
The Consultant will be expected to:
- Review our current country strategy, the WWF Zambia
2030 conservation direction, the fresh water and wildlife strategies
- Review global practise strategies and initiatives
relevant to Zambia
- Interview the Country Director, Conservation Manager
and Programme Leads to clarify and appreciate areas of funding needs.
- Research and literature review of funding streams and
opportunities WWF can tap into aligned with WWF Zambia long term
priorities.
- Hold interviews with key stakeholders g donors,
multilaterals, implementing entities and NGOs
6.0 Timelines
This work is anticipated to take 3 working
weeks commencing 24 May 2019
7.0 Deliverables
The following are the expected deliverables by
the Consultant:
- Inception Report by 27th May
2019
- 1st Draft Report by end of 14 June 2019
- Final draft Report by 19th June
2019
8.0 Requirements and
Qualifications
- The minimum academic qualification for the Consultant
required is a Master’s Degree in Natural Resource Management, Business
Management and /or other related discipline from any reputable institution
of higher learning;
- Successful fundraising experience in the Zambian or
international context
- Experience of more than 7 years working with NGOs,
local and international NGOs and donors in the environment and natural
resources conservation sector;
- Demonstrated track record/experience in resource
mobilization/ fundraising for development work;
- Deep appreciation/awareness of the donor landscape in
Zambia and the region will be a definite plus.
- Strong research and analytical and presentation skills
