The Rural Electrification Authority is a statutory body
established pursuant to the enactment of the Rural Electrification Act No. 20
of the Laws of Zambia of 2003. One of the main functions of the Authority is to
facilitate availability and access to electricity by all Zambians living in the
rural areas by extending the national grid and /or through the installation of
isolated grids using renewable energy sources such as mini-hydro’s, solar, wind
and others.
In order to effectively manage its functions. The Authority
wishes to recruit suitably qualified, self-motivated and experienced persons
for manager project Implementation Environmental Officer; and procurement
Officer.

Department: Procurement and Supplies
Reports To: Manager Procurement and Supplies
Staff Reporting: One (1)
Qualifications: Full Grade Twelve Certificate, Bachelor’s
Degree in Purchasing and Supply or Bachelor’s Degree in any relevant field and
a post-Graduate Diploma in chartered Institute of purchasing and Supply (MCIPS)
with a minimum of three (3) years relevant experience with a reputable
organization, Valid Membership of the Zambia Institute of Purchasing and supply
(MZIPS) and must be less than 40 years.
Purpose of the job:
To ensure efficient, cost effective and uniform procurement
of goods, services and works required for the achievement of REA’s mandate
Main Duties and
Accountabilities
a) Procures timely required goods, works and services in
accordance with the public procurement Regulations, 2011
b) Prepares draft contracts for review by the supervisor and
the legal department to ensure that the contracts adequately reflect the
interests of the organization
c) Edit purchase Requisitions and confer with user
departments regarding requirements, specifications, quality and delivery
d) Engage in procurement planning with user departments.
Routinely meet and communicate with user departments in order to identify and
provide high quality service to meet user department service delivery
requirements on a timely basis
e) Provides accurate, complete and up-to-date information in
a courteous, efficient timely manner
f) Disseminates tender materials to prospective bidders that
express interest in supplying goods or services assigned by the supervisor
g) Prepares and maintain accurate records and documentation
on all solicitations, responses, purchases, contracts, correspondence and
related follow-up
h) Surveys the Market for prices and delivery conditions and
recommends suppliers for evaluation and registration as approved suppliers. Maintains
a database of approved suppliers.
I) Performs contract administration, including liaison
between suppliers and user departments in compliance with contract terms and
conditions
J) Coordinates activities of the evaluation committees
K) Reviews and execute contracts and purchase orders
L) Provides support in the preparation of routine reports
pertaining to the operation of the unit or as requested by the supervisor
