staff for its United States Agency for International Development (USAID)-funded
District Coverage of Health Services (USAID DISCOVER-Health) Project. The
five-year USAID DISCOVER-Health project aims to improve the lives of Zambians
by ensuring equitable access to and use of high-quality HIV, maternal ncw-born
and child health (MNCH), family planning and reproductive health (FP/RH)
services and products at the district and community levels. The project
utilizes and sustains a health model that maximizes the relative strengths of
the public and private sectors to deliver health products and services that
reach all beneficiaries and consumer markets.
Job Title: Quality Assurance/ Quality Improvement Officer

Location: Ndola
Overview
The Quality Assurance/Quality Improvement Officer will
support USAID DISCOVER-Health in the area of quality assurance/quality
improvement in the provision of health services in project service sites.
Broadly this will include supporting the QBQL Coordinator in planning for OA/QL
activities at regional and site level. The Quality Assurance/Quality
Improvement Officer will be responsible for support technical staff to
appreciate GRZ performance quality standards, where these already exist aid
technical staff and facilities to appreciate and assure SIMS preparedness.
Additionally, under supervision of the QAQL Coordinator, the Officer shall
determine, establish and oversee the implementation cf procedures and quality
standards in line with the SIMS tool as required.
Main Responsibilities
This is a key position for the successful rollout and
maintenance in USAID DISCOVER Health Project sites. The successful candidate
will:
§ Identify
Project sites requirements to ensure they have the space, furniture, equipment
and consumables to operate optimally,
§ In
collaboration with the Hub Site Managers and Site Team Leaders, ensure
compliance with HPCZ standards for all Project sites; adherence to SOPs on
medical waste management in all USAID DISCOVER-Health operational sites;
§ Ensure
that WHO, MOH and SIMS quality standards of service delivery are readily
available, known and are strictly adhered to by all technical staff
§ Propose
and agree on in-house quality procedures, standards and/or specifications for
quality service delivery including in VMMC, ART, MNCH, SRH/FP and medical
waste/environmental management:
§ Ensure
that all levels of care, within the scope of USAID DISCOVER-Hput in place SOPs,
checklists and other job aids and that these are followed at all times;
§ Work
with other key technical staff during supportive supervision to provide
technical advice to field staff on the importance of adhering to standards of
care using project adopted tools for quality improvement;

to health quality standards.
Qualifications and Experience
§ Diploma
in clinical medicine and Public Health i.e. Nursing, Clinical medicine;
§ A
Bachelor Degree is an added advantage;
§ Must
have undergone a training in Q and Clinical skills training with
demonstrated experience in performing in a similar role.
§ Hands
on experience in performance improvement reviews (PIRs) or accreditation
of health facilities for health services is desirable;
§ Deep
comprehension of and working in the Zambian health system;
§ Excellent
analytical written and oral communication skills;
§ Good
coaching mentorship and capacity building skills in general;
§ Good
organizational and planning skills:
§ Problem
solving and team working skills will be an added advantage;
§ Computer
proficiency in Word, Excel and PowerPoint;
§ Registered
with legal body e.g. GNC, HPCZ.
