MONITORING, EVALUATION AND
RESEARCH OFFICER – (01)
The Monitoring,
Evaluation & Research Officer will support the design, development and
implementation of provincial monitoring, evaluation and research systems. This
includes the development of MER plans; implementation of data management and
data use systems, mentoring data associates and facility personnel on routine
data collection; coordinating research field work, data analysis and
development of reports, abstracts and success stories. S/he will also work
closely with the Knowledge Management Specialist to implement project specific
knowledge management initiatives. Through these systems s/he supports and
influences program performance and quality improvement; providing evidence for
program planning, monitoring implementation with participatory data review to
inform course corrections and strategy change, as well as introduction of
innovative data visualization and use tools in appropriate audience specific
formats. S/he will also be responsible for relationship management with key
strategic information stakeholders especially PHO and DHO counterparts;
capacity building, mentoring and management of data associates and supports
provincial technical teams MER needs.
Responsibilities
§
Design/adapt and
revise Data Collection Tools (DCTs) and Data Management Systems in consultation
with key program and technical personnel.
§
Daily/monthly data
collection, collation and compilation from facilities.
§
Monthly data
verification exercises ensuring province-wide facility coverage.
§
Conduct quarterly data
quality assessments covering all supported facilities annually.
§
Review routine data
analysis in IPT, data review presentations, bulletins and monthly reports
Provide data for abstracts, manuscripts or other technical team needs as
required.
§
Support development of
research implementation plan and budget.
§
Carryout data entry,
cleaning of research/evaluation data sets.
§
Support knowledge
asset identification, archiving and retrieval, following up with project team
members to ensure organization KM tools are consistently used.
§
Develop, update and
share project bulletins (internal and external) with project stakeholder
mailing list.
§
Support project team
in the development of Donor reports (Quarterly, SAPR, APR, IPR) and other
organization wide reporting requirements using DATIM, JADE and TRAINSMART.
§
Recruitment of Data
Associates.
§
Training and
mentorship of data associates and facility personnel.
§
Provide leadership and
guidance to the technical team and program counterparts on specific MER needs
especially data use for programmatic decision-making.
Required
Qualifications:
§
Bachelor’s Degree in
related field or equivalent.
§
Experience
implementing USG funded programs.
§
Understanding of Donor
regulations, compliance and reporting requirements.
§
At least five years of
experience in successful field implementation and management of M&E
programs in any of the following areas: maternal, newborn and child health;
nutrition; family planning; malaria control; HIV/AIDS or TB programs for
public, private or NGO sector.
§
Statistical software
proficiency using: SPSS, STATA or Epi-Info.
§
Quality improvement
approaches to strengthen service delivery
§
Excellent
interpersonal relationship skills.
§
Results-oriented and
decision-making skills.
§
Ability to work in a
complex environment with multiple tasks, short deadlines and intense pressure
to achieve desired results.
§
Must be computer
literate.
§
Strong communication
(writing and oral presentation) skills.
