Funded by the United States
President’s Malaria Initiative (PMI), the Program for the Advancement of
Malaria Outcomes (PAMO) is a 5-year project that aims to control and prevent
malaria morbidity and mortality, and thereby minimize the social effects and economic
losses. It also contributes to the reduction of under-five all-cause mortality
rate, as a result of reduced malaria mortality. This project which is working
in 4 target provinces, namely Eastern, Muchinga, Northern and Luapula, will
strengthen the Ministry of Health’s capacity to implement the National Malaria
Elimination Strategic Plan (NMESP) at provincial, district, and community
levels. The project which is now in its third year of implementation is
building strong effective partnerships with communities, civil society, health
facilities, provincial and district health offices (PHOs and DHOs), the private
sector, and cooperating partners to scale-up and maintain internationally
accepted strategies to fight malaria. PATH is the lead partner of the
consortium that is implementing this project.
PATH seeks to
recruit an experienced Pre-elimination Program
Coordinator to work on the PAMO project in Zambia. The
Pre-elimination Program Coordinator will work in close partnership with the
National Malaria Elimination Centre, the Ministry of Health, and the Eastern
Provincial Health Office. This position based in Katete will coordinate
activities in Chadiza, Katete and Sinda districts with close collaboration with
the PAMO provincial coordinator based in Chipata district. The coordinator will
provide technical assistance with the goal of improving knowledge and health
practices of individuals and communities, while supporting systems to improve
quality, capacity, and coordination of PAMO. Under the overall responsibility
of the PAMO Chief of Party, the pre-elimination program coordinator will also
be responsible for contributing to the development and strengthening of PAMO
implementation strategies based on the effective use of data, and for
coordinating PAMO’s reporting function to ensure that it meets contract
reporting deliverables. This position will be on a
fixed-term contract up to July 2019.
Responsibilities:
§
Manages implementation of project
activities at district level, coordinating closely with government and local
partner staff in the three districts and at community levels to ensure
activities are implemented according to agreed pre-elimination work plans and
budgets and in conformity with quality standards and national guidelines.
§
Supports District Health Offices
in monitoring and reporting of project data, including measures to strengthen
management of HMIS and adherence with the overarching project M&E framework
§
Supports Provincial Health
Offices in annual planning including targeting technical assistances to
districts/ sub-districts most in need to help realize provincial level malaria
level targets.
§
Coordinates and provides
technical guidance to the pre-elimination program PAMO team, STTA providers and
local sub-contractors in alignment with overall project work plan at province
level
§
Supports government to strengthen
planning and coordination of multiple malaria stakeholders working in
designated districts.
§
Communicates regularly with
provincial health office about project progress and bottlenecks, engages
authorities in monitoring achievement of malaria milestones, annual work
planning and budgeting, coordination of province’s overall malaria plan and
problem solving, as necessary
§
Identifies and contributes to
selection of sub-grantees, and supports development of work plans and budgets
§
Monitors all activities
implemented under Grants Under Contract (GUC) mechanism
§
Coordinates regularly with other
malaria stakeholders working in the selected districts to ensure
complementarity and synergies across projects, maximizing PAMO’s overall
contribution to malaria pre-elimination work.
§
Participates in Technical Working
Group meetings as assigned.
§
Spends at least 40% time
traveling to different sites within the designated districts, meeting with
stakeholders as well as clients
§
Regularly liaises with project
team in Lusaka to provide timely updates, signal potential bottlenecks, and
ensure adherence to provincial work plan and harmonization of project
activities across provinces.
§
Monitors, together with the Grants
Officer and Grants Associate, achievement towards project objectives and
compliance with USAID regulations; Signals any discrepancies between work plans
and budgets and project implementation.
§
Develops regular provincial
reports that will feed into overall project reporting to donor and Government
of Zambia.
§
Represents PAMO at district level
meetings.
Required Skills
§
A Bachelor’s degree in medical or
other health related field, and a Master’s degree in Public Health is
essential.
§
A minimum of ten (10) years
in management role, including supervision and experience in grants management
of donor-funded projects
§
At least 3 years’ in the health
sector in a similar role working independently at province level, solving
day-to-day problems as they arise, and communicating regularly with head office
for more strategic issues.
§
Proven team leadership skills,
ability to work effectively with multiple stakeholders and across different
hierarchies;
§
Excellent representational, and
communication skills, written and oral proficiency in English, and verbal
communication skills in one or more local languages
§
Proven experience managing
multiple and continuously changing tasks including being able to problem solve
§
Strong management skills,
including use of planning and supervision tools, management of program
documentation, budget monitoring and oversight
§
Technical knowledge and
experience in malaria prevention programs and/or quality assurance strongly
preferred
§
Strong understanding of program
monitoring and evaluation, use of HMIS
§
Understanding of USAID contracts
and grants management requirements.
§
Computer literacy
§
Must have legal authorization to
work in Zambia.
