Officer: Water Partnerships for a Resilient Kwando Basin

Duration and nature of the
appointment: The appointment
will be for 2 years, with the possibility of extension based on availability of
project funding.
The Role:
Under the overall
responsibility and direct supervision of WWF Zambia’s Conservation Manager and
with support from the Freshwater Program Team leader and Wildlife Program
Manager, the Monitoring and Evaluation Officer (M&E Officer) will divide
their time equally between providing overall M&E functions for the
USAID Water Partnership for a Resilient Kwando Project and
for WWF Zambia’s Wildlife and Freshwater Programmes. For the Kwando
project, the incumbent will lead monitoring, evaluation, and learning efforts
for the program and will work closely with the Chief of Party and Technical
Advisor to develop and implement the project’s monitoring and evaluation plan.
This will be done in collaboration with WWF-Namibia and ACADIR to gather
necessary data and support the Project’s Chief of Party in reporting outcomes
to USAID.
For WWF Zambia’s
Freshwater and Wildlife Programmes, the incumbent will be responsible for
overall M&E and learning needs of projects and will come up with findings
based on real data to show performance. The incumbent will also play a role in
promotion of key learning for the improvement of project implementation.
Main Responsibilities: Water Partnerships for a Resilient
Kwando Basin project (50%)
For this project,
M&E will be an assessment as well as support function hence the
implementing partners and Project team will get support through M&E
findings in adaptive management of the project.
- Design a tailored and rigorous
process documentation framework for M&E of the project, including
refining Project M&E indicators in line with approved Monitoring,
Evaluation, and Learning Plan;
- Collect information to
establish project baseline, and support the development of the inception
report, and midterm and final project evaluations;
- Ensure that implementation of
project activities adhere to monitoring and evaluation system and can
yield information on indicators.
- Supervise regular data
collection on indicators throughout project implementation and ensure
quality of the data by random verifications and validations;
- Record, manage and preserve
monitoring and evaluation information in a safe and accessible way;
- Participate in research
generation and disseminations of outputs.
- Analyse and discuss findings
based on regular monitoring data;
- Provide technical support on
M&E and evidence-based recommendations to the Project Coordinator, and
Partners for adaptive management of the Project, and to inform quarterly
and annual reporting and annual work plans;
Main Responsibilities: WWF Zambia Freshwater and Wildlife
Programmes (50%)
The incumbent will
help WWF Zambia strengthen M&E of the projects within the Freshwater and
Wildlife Programmes .
- Support the Freshwater and
Wildlife Programmes’ existing M&E plans in line with approved WWF
Network M&E frameworks (PPMS), in consultation with the Conservation
manager, Programme Managers and teams;
- Assist the Freshwater and
Wildlife Program Managers during annual and multi-year planning and
budgeting processes to strengthen the monitoring plans for individual
projects;
- Update and follow the M&E
information management system and coordinate with Programme Leads, their
teams and project partners for collecting data against agreed Key
Performance Indicators;
- Engage with Program teams to
collect and manage essential data of their respective projects and ensure
quality of data collected;
- Provide feedback to Programme
Managers and their teams on projects’ performance based on monitoring data
findings;
- Periodically visit field sites
for projects in support of Program Managers.
- Assist program Managers in
building capacity of teams on planning monitoring and Evaluation
(PM&E);
- Assist Program Managers in
designing, coordinating and conducting project evaluations (mid-term and
end-line);
- Document best practices and
lesson learnt; and support Program Managers in promoting a culture of two
way learning within their teams, and,
- Support Program Managers in
sharing learning from M&E process with the wider team;
- Assist WWF Zambia’s
Conservation Manager in tracking, consolidating and uploading/forwarding
of project technical progress reports to relevant WWF National
Organizations, and WWF International and donors;
Required Qualifications, Skills
and Competencies
- University degree in an
appropriate field of management or natural sciences (conservation,
environment, natural resource management, forest, freshwater, terrestrial
ecology, animal sciences). MSc will be an added advantage;
- Professional training in
Monitoring and Evaluation, and some knowledge of project cycle management
(i.e. situation/context analysis, conceptual models, theories of change,
monitoring and evaluation and exit);
- At least 3 years professional
experience in project/programme design implementation and M&E.
- Experience with practical
development and implementation of natural resource management and related
result-based management oriented monitoring system;
- Excellent interpersonal and
communication skills with the ability to network and to develop and
maintain strong relationships with project staff;
Line Management:
The incumbent will
report to WWF Zambia’s Conversation Manager and work closely with the Kwando
Transboundary Project Coordinator. As well as being an integral part of
WWF-Zambia Conservation Team, the post-holder will be expected to work closely
with the Freshwater & Wildlife Program Managers and project teams.
He/she will also work in close partnership with colleagues across the WWF
Network, especially WWF Namibia, the Freshwater officers in WWF US and WWF
Netherlands and other relevant WWF offices such as the WWF Freshwater Practice.
