Project Overview
This
anticipated five-year USAID funded Reproductive, Maternal, Newborn, Child, and
Adolescent Health and Nutrition (RMNCAH&N) Continuum of Care (CoC) Activity
will continue to assist the Government of Zambia and their Ministry of Health
with improving the health of mothers and children by improving the capacity to
deliver quality services, strengthening health systems at national and
subnational levels, and improving the capacity to engage with communities for
health. The Activity will focus on providing quality health services as close
to the community as possible in four provinces of Zambia (Luapula, Muchinga,
Southern, and Eastern) through implementation of high impact interventions that
save lives.
Specific responsibilities:
URC
is currently seeking a qualified Director of Finance and Administration to
oversee the overall financial management and administration of the anticipated
Activity. The Director will provide management support and oversight in the
implementation of project activities. The selected candidate will work directly
with the COP to ensure full compliance in accordance with USAID rules and
regulations.
Primary
responsibilities include, but are not limited to:
§
Oversee
and ensure effective administrative support to all technical teams for
successful implementation of all activities including trainings, workshops,
meetings, and conferences to achieve the project scope.
§
Oversee
procurement functions and ensure that procurement processes are done with due
diligence, transparence, efficiency, effectiveness, and economy.
§
Ensure
that all project operations, financial management, procurement, and human
resource practices are in compliance with URC policy and USG rules and
regulations.
§
Develop
and monitor systems to mitigate risk, fraud and waste.
§
Oversee
effective tracking of project inventory and assets including vehicles.
§
Develop
and maintain cost effective, streamlined procedures and systems to achieve more
efficient provision of goods and services procured.
§
Perform
internal audits and reviews, as required, to ensure compliance with URC
standards, donor requirements, and internationally accepted accounting
practices.
§
Stay
abreast of donor policies, procedures, rules and regulations; compile and
update applicable local policies; and train URC’s program staff in these
policies.
§
Develop
project budgets with teams and monitors budget pipelines to ensure expenditures
are in compliance with work plan commitments.
§
Provide
timely and accurate financial reports to project leadership, USAID, and URC HQ
as required.
§
Liaise
with other key technical staff to ensure smooth financial processes are upheld
across the project.
Required Qualifications:
§
A
minimum of a master’s degree in accounting, business administration, or a
related field from an accredited university/college is required.
§
At
least 8 years of professional experience of progressively responsible
experience in the accounting and financial field, procurement, contracts,
project management, logistics and/or human resources for international
development projects.
§
At
least 3 years of experience supervising a finance team.
§
Demonstrated
experience with USAID-funded projects and/or significant experience with USG
and USAID financial procedures, rules and regulations.
§
Experience
in successful financial and administrative management of projects of similar
scope and size.
§
Strong
leadership, mentoring, management, planning, analytical, organizational, and
interpersonal skills.
§
Fluency
in English required.
