Jhpioego invites application under THE Workforce for the 21st
Century (HW21) project.
HW 21 implements country level activities to accelerate
progress towards addressing key human resources for health (HRH) systems
barriers to sustainably achieving president’s Emergency fund for AIDS Relief
(PEPFAR) 90-90-90 goals. HW21 provides support through technical and
implementation assistance and generation of information through implementation
research and analysis, including active sharing of results in order to inform
program implementation. HW21 examines novel interventions and technologies such
as HRH modeling, more efficient HRIS development and efficient remote
mentorship, In Zambia, HW21 will provide support to the Ministry of Health
(MOH), the Health professionals Council of Zambia (HPCZ), and the General
Nursing Council (GNC) to improve HRH management and increasing capacity of
health care workers (HCW) to deliver quality services. These positions will be
contributing to the following Objectives:
1. Understanding of HRH hires and gaps in Zambia
2. Increase the number and capacity of nurses to prescribe
ART/PrPEP and manage and provide ongoing support for PLHIV
3. Increased MOH capacity and ability in Human Resource
Information system (HRISI) design and management
4. Improved health care worker’s HIV service delivery
capacity through continuing professional development by building
tele-education/telemedicine technology platforms
5. Strengthened ICT for HRH Planning
HRIS LEAD
Position Overview
The HRIS Lead provide strategic leadership and to day-to-day
HW21 activities under HW21’s Objective 3 and Objective 5. The HRIS Lead will
work closely with MOH, HPCZ, and GNC to ensure operations and interoperability
of each groups’ HRIS system.
Responsibilities
Technical Leadership
. Develop plan to provide ongoing support to HPCZ and GN
HRIS
. Develop plan that links MOH HRIS and the two councils HRIS
. Define work plan activities and timeline required to implement
the plan
. Maintain vendor contracts that provide services to HPCZ
and GNC to assume responsibility for ongoing maintenance and revision to HRIS.
Management
. Develop annual and quarterly work plans and inputs into HW21
annual budgets
. Prepare monthly and quarterly
. Identify risks to achievement of the projects objectives
and deliverables and development of risk mitigation plans
. Develop and manage detailed change process for changes to
the council’s HRIS.
. Participate in regular meetings with CDC under leadership
of HW21 Team Lead
. Participate in biweekly conference calls with HW21
principal Investigator and at other times when requested
Qualification
. Master’s degree in human resources development and
management or related field or Degree in human resources development and
management plus 8 years’ experience managing HRIS team or working with human
resources systems strengthening
. Recent direct experience in support of development of HRIS
for the General Nursing Council of Zambia and/or the Health professions council
of Zambia will be an added advantage
. Must possess project Management Experience with multiple
tasks, short deadlines and intense pressure to perform
. Ability to lead a team with diverse experiences and skills
. Excellent interpersonal and communication skills (oral,
written and presentation)
. Excellent computer skills and experience working with
Microsoft office applications
. Fluency in English (Verbal and written) required
